Role

 

Work Winning / Project Initiation / Professional Services Short Contracts (PSSC);

Act on conversations with Client and actively seek to convert opportunities into awards for work

  • Develop initial budget estimates / proposals for ECI / PSSC / Early Works engagement
  • Present proposals to Senior Leadership Team (SLT) for approval to submit / proceed
  • Formalise proposal to client and develop draft ECI / PSSC contract documentation
  • Ensure New Project Starter form in place for Timesheet & SharePoint set-up’s

Pre-Investment Decision 1 (ID1)

  • Support the Programme Manager and the Client through the ‘Risk & Value-1’ (R&V1) Need Validation process and into Main Works Contract Award at Investment Decision 1 (ID1) for a Trance or Tranches of Work, key inputs include;
  • Defining the projects which are assigned to a specific Tranche of Work
  • Validating the Need Statements for each Project
  • High Level Programme development
  • Development of budget estimates for works between ID1 and ID3 gateways
  • Tranche Execution Plan development
  • Prepare relevant governance documentation for both Parent Company Governance and Client’s ‘Programme Steering Group (PSG)
  • Coordinate close-out of governance actions and facilitate Draft Contract Documentation Reviews and feedback for updates required for execution

Main Works Contract Stage-1; Investment Decision 1 to Investment Decision 3 (ID1 – ID3)

  • Working as part of the Tranche Integrated Team and reporting to the Programme Manager, support the progression of the projects within a tranche or tranches through the stage-1 of the Main Works Contract. This will involve undertaking Southern Waters’ Risk & Value process for each project;
  • Risk & Value-2 (R&V2) Root Cause Analysis
  • Risk & Value-3 (R&V3) Preferred Option Identification (2-stage)
  • Risk & Value-4 (R&V4) Design & Cost Value Management 1
  • The outcome of this is to arrive at a fully costed preferred solution for each project within a tranche which is to be progressed into Stage-2 of the Main Works Contract. The Proposals Manager will be responsible for (but not limited to);

Design & Procurement Management

  • Support the Integrated Team in tranche works kick-off and progression towards R&V2 – Root Cause Analysis.
  • Solutions Development; provide feasibility and constructability reviews into the optioneering stage at R&V3
  • Chair and Minute Integrated Team progress meetings
  • Facilitate Technical Queries &/or Requests for Information to the Client (via CEMAR), Suppliers and other Stakeholders
  • Facilitate flow of information between client / design team / estimators / supply-chain / Integrated Team / Delivery Team
  • Undertake peer reviews of design outputs at key junctures. Particularly ensuring robust reviews of Works Information / design outputs for estimating, and ensuring the design is meeting the Needs of the Project
  • Hold Design & Procurement Strategy Meeting/s to identify the supply-chain to be engaged for Project Delivery and Estimating
  • Engagement with supply-chain & develop PSC’s for early design involvement where applicable
  • Facilitate meetings & site visits with supply-chain
  • Support development and integration of Tranche Procurement Schedule
